Advertising of products and services that fall under financial services or insurance may be permitted only in certain countries and under specific conditions, with the express approval of Criteo.

Financial advertising carries heightened risk due to licensing, disclosure, and compliance requirements that vary widely across jurisdictions. Advertisers are fully responsible for ensuring that their financial or insurance offerings comply with all applicable regulations in the regions where their ads appear.

Prohibited content includes, but is not limited to:

Misleading, deceptive, or exaggerated financial claims

Promises of guaranteed returns, risk-free investments, unrealistic earnings, or rapid financial success.
“Get-rich-quick” schemes, unrealistic income opportunities, or work-from-home offers promising outsized earnings with little effort.
Ads implying that not participating may result in loss, misfortune, or missed opportunity.
Misrepresentation of fees, risks, liquidity constraints, or the nature of the financial product.
Ads that hide or obscure material information necessary for consumer decision-making.

Fraudulent, exploitative, or high-risk financial products

Ponzi schemes, pyramid schemes, or business models reliant on recruitment-based compensation.
Predatory lending, payday loans, paycheck advances, or high-interest short-term credit products.
Debt-relief, debt-settlement, or foreclosure-prevention services that make unsubstantiated or misleading claims.
Advance-fee business opportunities or financial offers requiring upfront payment for participation.
“Pay-to” programs offering compensation for clicking, browsing, or interacting with online content.

Cryptocurrency and virtual asset restrictions

Advertising for cryptocurrency or virtual digital assets is permitted only where legally allowed and subject to strict conditions.

Prohibited content includes:

Initial coin offerings (ICOs), token sales, or unregulated cryptocurrency investment offerings.
Claims guaranteeing future profits or suggesting that training or tools eliminate investment risk.
Misrepresenting regulatory status, downplaying volatility, or presenting gains as systematic or assured.
Depictions or language appealing to minors, treating crypto as a game, or suggesting social status from use.

Sensitive information limitations

To avoid implying knowledge of users’ personal attributes, ads must not:

Suggest awareness of a user’s financial status, debt situation, credit profile, or personal hardships.
Imply knowledge of sensitive personal characteristics or vulnerabilities.

General creative restrictions

Ads must not contain false, misleading, or deceptive information of any kind.
Ads must not pressure consumers into financial decisions, exploit vulnerabilities, or suggest financial products as solutions to personal problems.
Insurance or financial ads must avoid implying that purchasing a product guarantees safety, certainty, or assured outcomes.

Permitted advertising:

Advertising for regulated banks, financial institutions, investment services, insurance providers, and legitimate financial tools may be allowed, provided that:

Advertisers are responsible for ensuring that they hold all licenses, registrations, and authorizations required to offer or promote financial or insurance products in the markets where their ads appear. Criteo may require advertisers to provide evidence of valid licensing, registration, or authorization when applicable or required by law.
All required disclosures, disclaimers, and regulatory authorizations are included where applicable.
Claims are balanced, fair, and accurate, with risks communicated clearly and without exaggeration.
The campaign does not violate any of the prohibitions above.
