Illegal or Dishonest Content or Activities — Prohibited

Criteo strives to maintain a trusted advertising ecosystem aligned with the marketing goals and the brand requirements of our buyers and sellers alike. Criteo does not allow content, products, or services that constitute, facilitate, or promote illegal activities (including but not limited to illegal drugs, drug paraphernalia, and fake documents) or that encourage dishonest, harmful, or predatory behaviour, including digital practices that compromise user safety or the integrity of the advertising environment.

Prohibited content includes, but is not limited to:

Illegal drugs and related products: Illegal drugs, recreational drugs, “legal highs,” drug substitutes, or any substances intended to alter mental state or induce a “high,” as well as drug paraphernalia or products marketed to facilitate drug use. This includes substances such as cocaine, heroin, illegal opioids, medical or recreational marijuana where prohibited, and any items, services, or content designed to produce, consume, or simulate drug effects, including instructions on producing, purchasing, or consuming drugs.
Illegal or fraudulent products or services: Fake identification documents, illegal prescriptions, academic cheating services, or any product or service designed to facilitate unlawful activity or financial crime (including scams, pyramid schemes, and identity fraud).
Hacking, cracking, or bypass tools: Software, devices, or instructions intended to bypass security systems, access protected content, inflate traffic or followers artificially, or circumvent copyright protections.
Predatory or reputational-harm services: Platforms or services that publish and charge to remove harmful personal content or otherwise exploit individuals’ reputations for profit.
Deceptive or manipulative practices: Impersonation, phishing, data harvesting without consent, misleading system-like alerts, ads imitating media players or search results, or tactics designed to trick users into unwanted actions, downloads, or payments.
Unsecure or harmful digital content. Advertising for or containing:
- Adware, spyware, malware, viruses, worms, Trojan horses, or P2P applications known to distribute harmful code.
- Code that interferes with, disrupts, or degrades the performance or integrity of the Criteo Service.
- Code that changes user preferences or browser settings without explicit consent.
- Code that initiates downloads without user action or approval.
- Mechanisms that redirect users to unwanted or malicious websites.
- Pop-ups or pop-unders that interfere with site navigation or user experience.
- Techniques designed to inflate arbitrage ad impressions, such as ad stacking or triggering additional ads at runtime.

Criteo reserves the right to modify or update these policies at any time. Any changes will be reflected on this page and within Criteo’s Advertising Guidelines, and we may notify advertising clients of any material updates.
